ISLD 2000: Navigating the World's Knowledge

A few months ago, SLA held a little contest. You and your fellow members had an opportunity to submit entries for the theme for International Special Librarians Day. Last year's theme (Exercise Your Resources) was such a hit that we figured the membership was inspired enough to give us some ideas. We were not disappointed.

Jerry Baldwin, a member who works at the Minnesota Department of Transportation (and who just happens to be the Minnesota Chapter public relations chair!) submitted the winning entry. The SLA Public Relations Committee selected Baldwin's entry-"Special Librarians: Navigating the World's Knowledge"-in a close race. Kudos go to Baldwin for coming up with a great theme, which generates some great visual images worthy of the first ISLD of the century.

Copyright Office Seeks Comments on Exemptions to 1998 Copyright Act
The United States Copyright Office is seeking written and reply comments from interested parties in order to elicit information and views on whether noninfringing uses of certain classes of works are, or are likely to be, adversely affected by the prohibition against circumvention of access control technologies. Persons interested in submitting comments should consult the November 24, 1999, notice of inquiry published in the Federal Register [http://lcweb.loc.gov/copyright/fedreg/64fr66139.pdf]. Further background on this rulemaking may also be found in the notice of inquiry.

Following receipt of initial and reply comments, the Copyright Office will conduct public hearings at which interested persons may present relevant information and views. Following the public hearings, the office will accept post-hearing written comments addressing points made at the hearings. After consulting with the Assistant Secretary for Communications and Information of the Department of Commerce, the Register of Copyrights will make a recommendation to the Librarian of Congress, who will make the final determination based upon the Register's recommendation.

The Digital Millennium Copyright Act, Public Law 105-304 (1998), added a new Chapter 12 to title 17 United States Code which, among other things, prohibits circumvention of access control technologies employed by copyright owners to protect their works. Specifically, section 1201 provides that "No person shall circumvent a technological measure that effectively controls access to a work protected under this title."
